Description:

Nelson Intelligence Solutions, LLC. is seeking an experienced SIGINT Instructor/Training professional to provide site-lead support and full competence in the conduct of SIGINT instruction for the Marine Corps Intelligence School (MCIS), Marine Detachment (MARDET) Tactical SIGINT Operators Course (TSOC).

Scope:

The SIGINT Instructor/Trainer shall serve as site lead for NiS to facilitate oversight of the course serving as a liaison to the TSOC course director and schoolhouse administrative personnel for all contracted instructors.  In addition, The SIGINT Lead shall provide the quality assurance of the TSOC's contracted instructors while assisting with the development, instruction, and implementation of the TSOC's program of instruction (POI) that includes current and emerging SIGINT technological protocols.

Desired Skills:

  • Expertise of voice and data communications using currently fielded secure radio networks (AN/PRC-117F, AN/PRC-150, AN/PRC-119) and relevant satellite communications capabilities.
  • Expertise of commercial SIGINT capabilities including Harris, DRT, MRT and other commercial-off-the-shelf (COTS) components.
  • Expertise of government SIGINT capabilities including the operation and employment of components of the Tactical Portable Collection System (TPCS) and other government furnished equipment as required.
  • Expertise on methods, and tactics, techniques, and procedures (TTP) of direction finding (DF) and tactical SIGINT mission requirements.
  • Expertise on USMC MAGTF SIGINT collection missions including basic analytical and collections management concepts.
  • Expertise on RF theory, multi-type antenna array and functionality, and cellular telecommunications technologies. 

Responsibilities:

  • Collaborate with other instructors and curriculum designers to ensure delivery of MCIS compliant instruction - lecture, seminar, panel and practical exercise formats on introductory intelligence topics within specified domains.
  • Provide classroom instruction and other training functions based on SAT-compliant methodologies in accordance with NAVMC 1553.1, MCO 1553.2B, and other detachment and course policies.
  • Grading of papers, tests, and other evaluation materials to measure performance.
  • Provide practical application (PA) critiques of student performance.
  • Assisting military and government civilian personnel as faculty advisors.
  • Provide after-action reports and student performance evaluations.
  • Classroom management and administrative functions as required.
  • Attend program reviews, training coordination meetings, course content reviews, and other meetings as directed.

Basic Qualifications:

  • Bachelor's degree in Math, Science, Engineering, Engineering Management or related discipline from an accredited college or university is required. Four (4) years of additional SIGINT experience may be substituted for a bachelor's degree.
  • At least fifteen (15) years of intelligence experience within the Department of Defense.
  • Provide SIGINT certifications as well as knowledge of Tactical SIGINT Tactics, Technics and Procedures; familiarity of cryptologic procedures.

Preferred Qualifications:

  • Graduate of the Army Basic Instructor's Course or equivalent Intelligence Community instructor course (i.e., NGA College, NSA ADET, etc.).
  • Minimum of 8 years as an Army MOS 35N, 35P, 35S or Marine Corps MOS 2629, 2621, 2631, 2641, 2691.
  • Previous experience supporting OIF or OEF Intelligence operations in theater.
  • Applicants must have at a minimum a current Secret clearance and be able to maintain for the duration of their employment with the company.
